Butts County, GA
Development Impact Fee Program (2007)
Weitz & Associates as subcontractor
to Robert and Company prepared a capital improvements
element for libraries, parks and recreation, and public
safety and an impact fee ordinance.

City of Holly Springs, GA
Fiscal Impact Analysis (2007)
As a part of its comprehensive planning
effort, the City of Holly Springs hired Weitz & Associates
to complete a fiscal impact analysis of the future land
use plan and annexation prospects.

City of Gainesville, GA
Development Impact Fee Program (2005-2006)
Development impact fee ordinances were prepared by the
firm and adopted by Gainesville in 2006. This work included
preparation of amendments to the comprehensive plan and
a capital improvements element (CIE) required by the state
as a prerequisite to impact fee ordinances. The program
covers police, fire, and parks and recreation. Julian Juergensmeyer
and James C. Nicholas served as subcontractors on this
project.

City of Powder Springs, GA (2005-2006)
Development Impact Fee Program (2005-2006)
Development impact fee ordinances were prepared by the
firm and adopted by Powder Springs in 2006. This work included
preparation of amendments to the comprehensive plan and
a capital improvements element (CIE) required by the state
as a prerequisite to impact fee ordinances. The program
covers police and parks and recreation.

City of Roswell, GA
Fiscal Impact Analysis (2005)
The firm helped Roswell’s Community Development
and Finance Department’s analyze the costs of various
types of land uses which will help assess the implications
of future land use plans, annexation proposals, and development
scenarios. That work used the method established for Duluth,
GA (see project description below).

City of Duluth, GA
Fiscal Impacts of Quality Growth (2003)
Duluth contracted with Weitz & Associates
to develop land use scenarios/growth alternatives and
analyze their fiscal impacts. This work includes a preparation
of a guidebook on how to analyze fiscal impacts in the
land use planning process. This project was funded in
part by the Georgia Department of Community Affairs,
Quality Growth Grant Program.
