Zoning and Land Use Regulations
Georgia Department of Community Affairs (DCA)
Model Land Use Management Code (2001-2007)
Since 2001, the firm has contracted with DCA to complete
a model land use management code for cities and counties
in Georgia. The first version of the model code was published
in 2002; that year, the project won an award for outstanding
planning implementation from the Georgia Planning Association
(agency was recipient). Additions to the code were prepared
in 2003, 2004, and 2005. In July 2007, a reorganized model
code was published. The firm also conducted regional training
events on the model code in Georgia in 2006 and 2007.

Washington Parish, LA
Land Use Regulations (2007)
Weitz & Associates consulted with
the Washington Parish, Louisiana, Planning Commission
in its efforts to adapt the DCA Model Land Use Management
Code for its own particular needs.

City of Forsyth, GA
Zoning Ordinance
and Map (2006)
The firm completed a GIS base map, new official
zoning map, and zoning ordinance for the City of Forsyth,
in Monroe County, in a five-month period. The city straddles
Interstate 75. The city needed rapid transformation of
its zoning regulations, partially in response to a new
Wal-Mart and relocation of a state department to the city.
The new zoning ordinance establishes a Traditional Neighborhood
Development zoning district, as well as a mixed use zoning
district. This zoning scheme replaced a simple three-district
approach that had governed in Forsyth before adoption of
the new zoning ordinance.

Warren County, GA
Land Use Regulations (2005)
Weitz & Associates contracted with rural Warren County,
GA, (west of Augusta in the I-20 corridor) to put in place
its first subdivision, land development, and land use regulations.
The firm also helped the county set up its first planning
commission. The work included a parcel-specific land use
districts map.

City of Gainesville, GA
Unified Development Code (2004-2005)
This project involved the preparation
of revised zoning, subdivision, soil erosion, flood plain
management, sign, watershed, tree protection, and other
regulations for the city. With staff assistance to incorporate
historic preservation and building regulations, Gainesville’s
unified land development code is probably the most comprehensive
unified code for a city in Georgia.

City of Bainbridge, GA
Zoning Ordinance and Map (2004)
Weitz & Associates prepared a new
zoning ordinance for Bainbridge (12,000) and redrew its
official zoning map. The firm used GIS to identify for
the planning commission areas of the city where zoning
was out of compliance with good land use.

Cities of Arcade, Jefferson, and Talmo, GA
Land Use Management Code (2003-2004)
These three cities in Jackson County
banded together to pool resources, combine their planning
commissions, and prepare a combined land use management
code (it included Pendergrass but that city discontinued
its participation). This project is noteworthy in that
a single code was prepared for and adopted by three cities.
This project received funding from the Georgia Department
of Community Affairs’ Quality
Growth Grant Program.

City of Roswell, GA
Transportation Impact Study Ordinance (2002)
The firm was hired by Roswell’s Transportation Department
to draft an ordinance requiring traffic impact studies
for developments meeting a certain thresholds.

Forsyth County, GA
Unified Development Code (2000)
The firm completed a unified development
code for Forsyth County, which consisted of a comprehensive
rewrite of the county’s zoning and subdivision
regulations. This project won an award during 2000 for
Outstanding Plan Implementation from the Georgia Planning
Association.
